OBJECTIVES OF THE CALL [1]
1. Support and finance innovation projects and technological development in line with the National Policy on Science and Technology Development Plan Department of Valle del Cauca, the International Competitiveness Agenda, the Agenda for Science, Technology and Innovation and Strategic Plans Branch Innovation Program and Business Development.
2. Strengthen the capacity for technological development and innovation in strategic sectors defined in the lines on the internal agenda of Valle del Cauca.
3. Contribute to the implementation of Agenda for Science and Technology, Department of Valle del Cauca and the Domestic Agenda for Productivity and Competitiveness.
4. Contribute to the consolidation of the Regional Innovation System. TARGETING
Entities entities benefiting
legal beneficiaries are those national manufacturing and service sector resident in the Department of Valle del Cauca, that through the project results will strengthen the competitiveness of their products, processes and / or services. Companies from the following sectors defined as strategic by the domestic agenda of Valle del Cauca: Paper & Print, Pharmaceutical, Sugar, Horticulture, Tourism, Health, nutraceutical, Software, Fishing, logistics, specialty coffees, Forestry and Guadua Clothing (leather, footwear, leather goods and clothing).
Participation Conditions Participation Innovation proposals that include at least one research group at a university in the region, recognized by Colciencias and a company in the region.

Proposals must address issues of innovation and technological development in the following areas of research related to strategic sectors prioritized by the internal agenda of Valle del Cauca, as follows:
· Adding value to products of agricultural origin with the use of biotechnology and agro-ecological production techniques.
· Use of products from the sea, rivers and lakes, with emphasis on aquaculture and mariculture.
· Use of natural resources, timber and non timber forest products in sustainable development programs.
· Use of capabilities to develop natural energy sources (biodiesel) and the production of biopolymers.
· Use of capacities for health research and development with emphasis on disease treatments tropical.
· Use natural resources sustainably, with emphasis on water.
· Use of Information Technology and Communication for the development of interactive networks and information systems research.
· Use of research capacities in cleaner production technologies and environmental management systems
Basic Definition For purposes of this call, Innovation means the transformation of an invention into a marketable product, new or improved, or an operational process in industry or in services. Includes all the stages scientific, technical, commercial and financial, necessary for the successful development and commercialization of new and better characteristics, the commercial use of new or improved products and equipment, or the introduction of a new service. CONDITIONS OF CO-FINANCING
The overall project consists of the contributions of the Regional Fund for Innovation in Valle del Cauca, cash contributions participating companies and offsets provided by universities and businesses. Monies from the Fund must meet the following conditions: a.
The Fund co-finance projects that apply for a minimum of $ 100,000 .000 (one hundred million pesos) in cash and up to $ 200'000 .000 (two hundred million pesos) in cash. The micro and small enterprises will have to commit cash for at least 20% of the value requested from the Fund, in return, the medium must engage in cash at least 30% of the amount requested from the Fund, as compensation. The contribution of the enterprise resource fresh, is proportional to its size. Micro and small businesses will receive financing from the Fund up to 70% of total project value, and in the case of medium-sized enterprises up to 50%. C.

FINANCED ITEMS The following items are subject to financing by the Fund:
· Acquisition or lease of equipment for research and quality control.

· Materials used in the manufacture of prototypes and pilot plants.
· Inputs for the first batch of market testing.
• Development and acquisition of software.
· Hiring of technology services.
• Connecting to telematic networks for technology transfer.
· Expenses of patenting or registration of intellectual property.
· Material for the promotion and dissemination of project results.
· Funding of students participating in the project and have no other funding currently Colciencias.
Implementing Entities Executing agencies are the University of Valle del Cauca, can participate in associations, research centers, technological development, technological training institutions, training centers of the Seine, or the alliance between them by consortia or joint ventures (See Rules of Project Co-financing Operations, Annex 3).
Every project must have at least one beneficiary and executing agency. REQUIREMENTS

- Submit three copies in print of the project with complete documentation in the name of "CALL FOR PROJECT SUPPORT OF INNOVATION AND TECHNOLOGICAL DEVELOPMENT WITHIN THE DEVELOPMENT PLAN CAUCA VALLEY 2006 - 2007", according to the requirements of the "Guidelines for the formulation of programs and / or research projects, technological development and innovation" co-modality and / or credit, which is available on the website of the Government of Valle del Cauca.

- Qualifying entities must have been constituted at least 12 months before the closing date of the announcement.

ASSESSMENT AND APPROVAL 1. The Technical Committee consists of the governor of Valle (Ministry of Planning), and each Universities of RUPIV, verify technical compliance with the requirements of the proposals. Proposals that do not comply with the terms of reference for technical aspects, will be returned to the proponent.
2. Proposals that meet the technical requirements will be assessed by national or international experts. These evaluations will be forwarded to the proponent for clarification made it relevant, it is understood that it can not make structural adjustments to the original proposal.
3. CONTRACT TERMS
